Board to Consider Moratorium on Zero Lot Line Development

FAYETTEVILLE, N.C. – The Cumberland County Board of Commissioners, as part of the agenda for their regular meeting on Monday, June 6, will consider implementing a temporary moratorium on zero lot line subdivisions in the county. A public hearing will be held on the matter prior to the Board’s consideration of the item.

The Board is not considering a blanket moratorium on development in Cumberland County, nor has such a moratorium been discussed. The issue only pertains to zero lot line subdivisions.

Following the public hearing, the Board will consider whether to impose a 90-day moratorium on zero lot line subdivisions while it seeks a recommendation from the County’s Joint Planning Board, or to amend the subdivision ordinance to eliminate zero lot line subdivision development.

Zero lot line developments are exempt from the minimum lot size provisions of the County Zoning Ordinance so long as they do not exceed the overall average density of the zoning district. While the intent is to maintain open space in the subdivision, this form of development may result in lots that are much smaller than the minimum lot size in the zoning district with as little as ten feet of separation between structures on separate lots.

The Cumberland County Board of Commissioners will meet at 9 a.m. on Monday, June 6, 2022, in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse.
