Cumberland County Commissioners Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners meeting, which was held Feb. 20, 2023, at 6:45 p.m. in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse.

The Board unanimously approved the following items as part of the CONSENT AGENDA:

  1. Approval of Report on Fiscal Year 2022 Summary of Activities Funded by County

                     ABC Fund Contributions

  2. Approval of Request for Destruction of Planning & Inspections Department Records
  3. Approval of Report on the Disposal of Surplus Property Pursuant to N.C.G.S.160A- 226(A)
  4. Approval of Proposed Additions to the State's Secondary Road System
  5. Approval of Proposed Additions to the State's Secondary Road System
  6. Approval of Budget Ordinance Amendments for the February 20, 2023, Board of Commissioners' Agenda
  7. Approval of Cumberland County Board of Commissioners Agenda Session Items
    1. Relocation of McCauley Container Site to Assembly Court

PUBLIC HEARINGS:

  1. Case ZON-22-0086 Text Amendment to the Cumberland County Subdivision and Zoning Ordinances to update and revise standards associated with Zero Lot Line developments and to create standards for Variable Lot Residential Developments; submitted by Cumberland County Planning & Inspections Dept. – The Board approved the text amendment in a 5-to-2 vote.
  2. Rezoning Case ZON-22-0072. Rezoning from R6 Residential District/CU Conditional Use Zoning to R5 Residential District/CZ Conditional Zoning or to a more restrictive zoning district for 20.48 +/- acres; located off Celebration Drive, east of Chicken Foot Road; submitted by June Cowles on behalf of Carolinian Properties INC. This request was presented to the Board at the Dec. 19. 2022 meeting and was neither approved nor denied due to a split 3-to-3 vote, which allows the case to be brought back before the Board within a year of that vote. – Commissioners approved the request in a 4-to-3 vote.

ITEMS OF BUSINESS:

  • Approval of Resolution by the County of Cumberland to Direct the Expenditure of Opioid Settlement Funds and Budget Ordinance Amendment #B230175. Cumberland County Director of Public Health Dr. Jennifer Green asked the Board to approve a Budget Resolution and Grant Project Budget Ordinance Amendment to provide funding for the following providers for programs aimed at addressing issues related to the opioid epidemic. The Board voted unanimously to approve this request.
    • $200,000 for Carolina Treatment Center for Recovery Support Services, Recovery Housing Support, Employment-Related Services, and Reentry Programs
    • $200,000 for Myrover-Reese Fellowship Homes Inc. for Recovery Support Services, Recovery Housing Support
    • $199,990 for North Carolina Harm Reduction for Recovery Support Services, Criminal Justice Diversion Program, Reentry Programs
    • $80,000 to Cumberland Fayetteville Family Drug Treatment Court for Criminal Justice Diversion Programs – This would provide funding for Year 1 with additional funding for Year 2 contingent upon Year 1 performance, deliverables and financial reporting.
    Consideration of Approval of Subaward Agreement to FTCC for the Use of ARPA Funds to Provide Employment Services. On May 16, 2022, the board approved an amendment to the ARPA Grant Project Budget Ordinance to allocate $2,000,000 for a job training program conducted by a partnership with FTCC, Mid-Carolina COG-Workforce Development, and Cumberland County Schools. The project has been fully developed by FTCC, is designated as the H.O.P.E. Project, and will be administered solely by FTCC. – The Board voted unanimously to approve this request.
  • Consideration of Entering Consulting Contract with Interim County Manager. County Attorney Rick Moorefield presented a contract for Renee Paschal to continue in a consulting role with the new county manager through June 2023 as the new manager deems necessary or prudent. Its terms are consistent with the consulting contract entered into with the former manager through June 30, 2023. – The Board voted unanimously to approve this request.
  • Consideration of Resolution to Develop an Affordable Housing Plan. – The Resolution was requested by Commissioner Jimmy Keefe. – The Board voted unanimously to approve this request.

The Board went into CLOSED SESSION to discuss Real Property Acquisition pursuant to NCGS 143-318.11 (a)(5) and to consult with the County Attorney to preserve Attorney-Client Privilege pursuant to NCGS 143-318.11 (a)(3).
