Energy Assistance Programs

The Crisis Intervention Program (CIP) is a Federally funded program that assists individuals and families who are experiencing a heating or cooling related crisis. A household is considered to be in a crisis if it is currently experiencing or is in danger of experiencing a life threatening or health related emergency and sufficient, timely and appropriate assistance is not available from any other source. Life threatening is defined as a household which has no heating or cooling source or has a disconnect notice for their primary heating or cooling service and the health or well-being of a household member would be in danger if the heating or cooling crisis was not alleviated. Each household should be evaluated on a case by case basis to determine if there is a heating or cooling crisis. All payments are made directly to the vendor. Energy bill/account information, current income/pay, and identification are required

Applications are taken beginning July 1, 2022 – June 30, 2023 or until the CIP allocation is exhausted, whichever comes first.

North Carolina Low Income Energy Assistance Program (LIEAP)
LIEAP is a Federally funded program that provides a one-time vendor payment to assist eligible households pay their heating bills. All households must make an application as there are no automatic approvals. The maximum resource limit for each household is $2250. Some households are eligible to receive an income deduction for medical expense, childcare expense, and legal support obligation payments. After allowable deductions, the household’s countable monthly gross income cannot exceed 130 % of the federal poverty level as shown in the following chart.

Applications for Cumberland County residents will be taken at the Department of Social Services located at 1225 Ramsey Street as well as several locations across the county. Outreach application taking sites and times are shown below. Households that include a Native American who is 18 years of age or older must apply through the Lumbee Tribe.

The State has established December 2020 as a priority month for applications to be taken for the elderly and/or disabled. These households are defined as: (1) Households including a person aged 60 or older and (2) Households including an individual receiving service through the NC Division of Aging and Adult Services (DAAS). To be considered a priority household the individual who is receiving DAAS must also be receiving SSI, SSA disability or VA disability.

During the months of January, February and March 2023, applications will be taken for all households as long as funds are available.

In order to determine eligibility, the following verifications must be provided:

 

  • Identification of head of household
  • Social Security number for all household members
  • Copy of heating bill – if you heat a source other than electric, please submit heating and electric bill
  • Gross income received in prior month
  • Childcare expenses and legal support obligations paid in the prior month
