Important Vendor Self-Service (VSS) Information

Attention, Cumberland County Vendors:  Cumberland County recently updated our Vendor Self-Service (VSS) portal. Many vendors have already completed the necessary steps to access the new portal. For those that have not, we will be linking your previous account to our new system, which only requires a password reset. Please look for an email from noreply@cumberlandcountync.gov with instructions and an email from noreply@tylerportico.com prompting you for a password reset beginning Wednesday, January 4, 2023.

Current Bid Opportunities
Bid opportunities are now listed on the Cumberland County Vendor Self-Service website. Vendors will have to create an account and complete registration to view bid opportunities.

Please note there is a three-day processing time requirement for registrations to be approved and made active. The vendor must be made active in order to submit a bid. Please plan accordingly and allow for that processing time. Vendors must complete registration at least three days prior to a bid’s deadline in order to ensure their registration is approved in time to submit a bid.

E-Verify/Iran Divestment Notices
The bolded topics below are in reference to the North Carolina E-Verify and Iran Divestment Certification requirements. This is to notify you that you are responsible for ensuring you are in compliance with these requirements and that these requirements are solely your responsibility.

For more specific information regarding the General Statues that outline the requirements of these regulations, please refer to the North Carolina General Assembly website at www.ncga.state.nc.us. Visit the NC Department of Labor website at www.nclabor.com for information regarding E-Verify. Visit the NC Department of State Treasurer's website at www.nctreasurer.com for information regarding the Iran Divestment Act. Cumberland County employees are unable to provide legal advice or guidance regarding compliance with these matters.

E-verify
CONTRACTOR shall comply with the requirements of Article 2 of Chapter 64 of the General Statutes. Further, if CONTRACTOR utilizes a subcontractor, CONTRACTOR shall require the subcontractor to comply with the requirements of Article 2 of Chapter 64 of the General Statutes.

Iran Divestment Act Certification
CONTRACTOR hereby certifies that CONTRACTOR, and all subcontractors, are not on the Iran Final Divestment List (“List”) created by the North Carolina State Treasurer pursuant to N.C.G.S. 147-86.55-69. CONTRACTOR shall not utilize any subcontractor that is identified on the List.

Notice to Vendors
To the extent required by law, the following federal contract provisions required under the Uniform Guidance (2 C.F.R. § 200.326 and 2 C.F.R. Part 200, Appendix II) apply to all Cumberland County purchases by P-card, Purchase Orders or Contracts paid for in part or whole with federal funds.
