Opioid Settlement Funds

In August 2022, the Cumberland County Board of Commissioners approved the utilization of $800,000 to fund multi-year (two-years) pilot projects that align with evidence-based, high-impact strategies defined in the MOA. These strategies include:

• Early intervention
• Evidence-based addiction treatment for the uninsured and underinsured
• Programs to support people in treatment and recovery
• Recovery support services
• Recovery housing
• Employment related services
• Re-entry services
• Criminal justice diversion programs

After a competitive Request for Proposals process, the following agencies were selected to receive 2 years of funding. Implementation of these projects will begin in Fall 2023. 

Opioid settlement funds is also supporting the purchase of Narcan ($35,000), syringe service programs ($35,000), a Medication Assisted Treatment (MAT) program at Cumberland County Detention Center. Learn more about the approved use of funds..

Monthly updates about local use of the opioid settlement funds are provided during the Cumberland Fayetteville Opioid Response Team (C-FORT) Meetings. Ongoing feedback about the use of opioid settlement funds is collected. 

Since 2021, Attorney General Josh Stein announced a historic $56 billion in national settlements with opioid companies that will help bring desperately needed resources to communities harmed by the opioid epidemic. The state of North Carolina and all 100 counties, including Cumberland County, joined the agreement.

A Memorandum of Agreement (MOA) between the State and local government directs how opioid settlement funds are distributed in our state. These potential settlements and resolutions could bring as much as $850 million to North Carolina over an 18-year period to support state and local efforts to address the epidemic.

Cumberland County Government is estimated to receive $16,984,644 over an 18-year period (2022-2038). The City of Fayetteville is estimated to receive $1,994,964 during the same 18-year period.
