June 9, 2022 Agenda Session Wrap-Up

FAYETTEVILLE, N.C. – The Cumberland County Board of Commissioners held a Regular Agenda Session meeting this afternoon, during which they received several presentations and agreed to place a number of items on upcoming meeting agendas for consideration.

The Board voted to move the reconsideration of the FY 2023 Budget Ordinance to a Special Meeting on June 13. During the meeting, the Board will consider rescinding its previous approval of the FY 2023 Budget Ordinance from June 6, and splitting out the proposed appropriation of $12,750 in Community Funding to Second Harvest Food Bank in order to assure compliance with Session Law 2021-191, which was enacted on December 9, 2021.

Commissioners also agreed to consider a recommendation from the Board’s American Rescue Plan (ARP) Committee regarding the possible use of ARP funds to provide employee retention incentives at the June 20 Regular Board of Commissioners meeting following a presentation from Assistant County Manager and Interim Human Resources Director Brian Haney. The ARP Committee will meet on June 20 prior to the Board meeting to consider a recommendation from staff regarding the incentives, which will then go to the full Board during their meeting.

Additionally, the Board adopted a resolution requesting the City of Fayetteville to waive its voluntary annexation requirement to construct a sanitary sewer project in the Shaw Heights area. This Board previously approved the use of ARP funding for this project.

The Board voted unanimously in favor of placing the following agenda items on the consent agenda for the June 20 Regular Board of Commissioners meeting:

  • Cumberland County Community Transportation 2022 System Safety Plan
  • Reconsideration of Community Transportation Program Contractor Bid for Services to approve a fourth vendor, Squared LLC, for the Community Transportation Program
  • Report on the Annexation of Spring Lake to the Cumberland County Recreation Service District – The Board will hold a public hearing at the June 20 meeting regarding the extension of the County Recreation Service District to include the Town of Spring Lake.
  • ARP Committee Funding Recommendations – The Board voted to move the Small Business Priority Funding Recommendations to the June 20 consent agenda

The meeting also included four presentations.

  • Charlotte Robinson, Director of the TJ Robinson Life Center, provided an overview of the facility
  • Mac Healey, Chair of the Board of Directors for the NC Civil War & Reconstruction History Center, gave an update on the project and funding
  • County Health Director Dr. Jennifer Green gave a presentation on the County Health Rankings for 2022 and updated the Board on activities of the Cumberland-Fayetteville Opioid Response Team (C-FORT)
  • County Finance Director Vicki Evans presented the Board with the County’s response to the FY 2021 Auditor’s Findings, Recommendations, and Fiscal Matters

Board of Commissioners Chairman Glenn Adams provided an update regarding a series of Community Alignment Meetings he convened with various stakeholder groups across the county to discuss each organization’s projects and the potential for collaboration and alignment.

The June 13 Special Meeting will be held at 5:30 p.m. in Room 564 of the Judge E. Maurice Braswell Cumberland County Courthouse. The June 20 Regular Meeting will be held at 6:45 p.m. in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse.

Agenda sessions are held once a month and provide an opportunity for the Board of Commissioners to discuss potential agenda topics for Regular Board of Commissioners’ meetings.
