FAYETTEVILLE, N.C. – The Cumberland County Board of Commissioners held their Regular Meeting on June 20 at 6:45 p.m. in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse.
The Girl Scout troops from Lewis Chapel Missionary Baptist Church led the Pledge of Allegiance, and the Board recognized Girl Scout Ambassador Thalya Council, who recently earned her Girl Scout Gold Award by renovating the Lewis Chapel Church Scout Building.
Assistant County Manager Sally Shutt gave a presentation on the Environmental Protection Agency’s (EPA) recent issuance of interim national drinking water health advisories for PFOA and PFOS and final national drinking water health advisories for GenX and PFBS. Residents who live near the Chemours plant in Fayetteville can call Chemours at 910-678-1101 to have their drinking water wells tested. The Board of Commissioners voted unanimously during their June 9 Agenda Session to place the following on the Consent Agenda and approve at this meeting:

- Approval to Pay Prior Year Invoice
- Approval of ABC Board's Request to Adopt Cumberland County's Travel Policy
- Approval of Declaration of Surplus County Property and Approval of Budget
- Ordinance Amendment B220267 and Authorization to Accept Insurance Settlement
- Acceptance of Offer to Purchase Surplus Property Located at 6230 Canadian Avenue, Fayetteville
- Approval of Budget Ordinance Amendments for the June 20, 2022 Board of County Commissioners' Agenda
- Approval of Cumberland County Board of Commissioners Agenda Session Items
- Cumberland County Community Transportation 2022 System Safety Plan
- Community Transportation Program Contractor Bid for Services

The Board removed approval of a contract with Motorola Solutions to purchase body worn and in-car camera equipment for the Cumberland County Sheriff’s Office from consent agenda and voted unanimously to approve the contract.
The Board held public hearings on and approved the following items:
- Proposed Economic Incentives for "Project Dogwood" – The Board approved an incentive grant not to exceed $510,000 paid in installments over a five year period for Project Dogwood. Project Dogwood is a U.S.-based manufacturer in the residential construction industry that plans to create 189 new jobs by 2027 with an average wage exceeding $45,079 per year, construct a new manufacturing facility of approximately 130,000 square feet, and invest more than $25 million in real estate improvements and equipment by 2027.
- Rezoning Case # ZON-22-0036 to rezone two parcels on 1.11 acres located at 4799 and 4807 South Main Street from O&I(P)/CZ Planned Office and Institutional District/Conditional Zoning and RA6 Residential to C1(P) Planned Local Business – The request was approved in a 3-1 vote.
- Rezoning Case # ZON-22-0042 to rezone 0.6 acres located at 3556 Camden Road EXT from RR Rural Residential to R7.5 Residential – The request was approved in a 3-1 vote.
- Rezoning Case # ZON-22-0045 to rezone 6 acres at the end of Laguardia Drive from A1 Agricultural to R15 Residential/CZ Residential Conditional Zoning
- Consideration of the Annexation of Spring Lake to the Cumberland County Recreation Service District
The Board voted 3-1 to defer the public hearing and consideration of Case P21-36 Rehearing.
Items of business that were discussed and approved were:
- Consideration of Designating a Voting Delegate to the 2022 NACo Annual Conference – The Board appointed Chairman Glenn Adams and Vice Chair Toni Stewart as voting delegates.
- Consideration of Granting Easements to the City for Traffic Control Device and Pedestrian Crosswalk Improvements Adjoining Hillsboro St.
- Consideration of Resolution to Lease Certain Real Property to the Vision Resource Center, Inc.
- Consideration of ARP Committee Recommendations
- The Board approved $29,000 in funding for Elite Gymnastics and $29,500 in funding for H3 Cleaning Solutions.
- The Board approved the use of $8.2 million in freed-up ARP lost revenue capacity to provide retention incentives for County employees. Full-time employees in a pay status with the County as of July 5, 2022, will receive $4,000 paid out in three installments over the course of the next fiscal year so long as they stay with the County. The incentives will be prorated for Part-Time employees. The first incentive payments will be included in employees’ July 22 paychecks. County Management, the County Attorney and Clerk to the Board will not receive the incentives.
- The Board approved a Policy for Subaward & Monitoring for ARPA Expenditures
- The Board approved a revision to the ARPA Project Ordinance to allocate $874,000 for the Cape Fear Valley Health System Community Paramedic Program and $250,000 for Fayetteville State University to provide technical assistance, counseling, and business planning services to the community. The allocations are offset by decreasing the Administrative Unassigned amount by $1,124,000.
