FAYETTEVILLE, N.C. – The following is a summary of the June 2, 2025, Cumberland County Board of Commissioners Regular Meeting, which was held at 9 a.m. in Room 118 of the Judge E. Vice Chairwoman Veronica Jones gave the invocation and led the Pledge of Allegiance.

The Board unanimously approved the AGENDA with two additions:

The Board unanimously approved the following CONSENT AGENDA items unless otherwise noted:
A. Budget Ordinance Amendments for June 2, 2025:

B250203 – Health Department: Recognizes $1,400 from the Youth Growth Stock Trust (administered by the United Way of Cumberland County). Funds will support the Department of Public Health’s Baby Store (e.g., baby wipes, diapers, clothing, car seats, pack and plays). No additional county funds required.

B250577 – Health Department: Recognizes $77,608 in Separate Directed Payments (Non-Federal Share) from Medicaid Prepaid and Tailored Plans. Funds will be transferred to NC DHHS per42 CFR 438.6(c)(1)(iii)(B). No additional county funds required.

B250666 – Detention Center Health Program: Reallocates $161,500 for FY25 to cover Wellpath invoices exceeding the jail health services budget. No additional county funds required.

B250415 – Special Fire District: Recognizes $152,178 in additional revenue based on updated tax value data as of May 14, 2025. No additional county funds required.

B250796 – Pickleball Court Project: Recognizes $38 in interest earned to pay related invoices. No additional county funds required.

B250448 – Parks and Recreation: Recognizes $7,000 in additional tax revenue. No additional county funds required.

B250445 – Hope Mills Recreation District: Recognizes $4,500 in additional tax revenue to support district expenses. No additional county funds required.

B250209 – Sheriff’s Office Litigation: Appropriates $30,000 from the General Litigation fund balance to cover litigation invoices. Requires use of fund balance.

Use of Contingency Funds: County Manager Clarence Grier approved $78,000 from contingency funds to address increased costs in fleet maintenance and repairs.
B. Proclamation recognizing the 250th Anniversary of the U.S. Army: This item was added by unanimous vote.
3.The Board discussed the following ITEMS OF BUSINESS:
A. Second Reading – Ordinance Regulating Explosives on Firing Ranges & Firearms Amendment: County Attorney Rick Moorefield presented the second reading of an ordinance to regulate explosives on firing ranges and amend Section 9.5-100(A)(2) of the Cumberland County Code. At the May 19 meeting, the Board voted 6–1 in favor, but unanimous approval is required for first-read adoption. Per N.C. Gen. Stat.§ 153A-45, a second reading was held. The amendment updates the minimum distance from 200 to 225 yards for discharging a firearm near a dwelling not owned by the shooter, unless consent is obtained. The vote was 3–3 and no action was taken.
B. Informational Presentation – Crown Event Center: This item was added by unanimous vote. County Manager Grier distributed packets to the Board of Commissioners that contained documents on the updated cost estimates for the proposed Crown Event Center, an evaluation to modernize the Crown Arena, and a parking assessment for the proposed event center location. This was the Board's first review of the updated proposals. A special meeting for further discussion is scheduled on Wednesday, June 4, 2025 at 4 p.m. in Room 564 of the Judge E. Maurice Braswell Cumberland County Courthouse. The meeting will be livestreamed.
