Cumberland County Reaffirms Commitment to Emergency Preparedness and Federal Partnership

Aug 07, 2025

FAYETTEVILLE, N.C. – Cumberland County remains steadfast in its commitment to building a safe, prepared, and resilient community. Federal Emergency Management Performance Grant (EMPG) funding plays a vital role in supporting the County’s ability to respond to all-hazard incidents, from natural disasters to public safety emergencies.

This funding strengthens critical emergency management functions across the county, including planning, personnel support, training, exercises, and public warning systems. These resources ensure our residents, infrastructure, and emergency responders are equipped to act when needed.

“Federal EMPG funding is the backbone of our local emergency preparedness efforts,” said Interim Emergency Services Director Garry Crumpler. “These resources allow us to plan ahead, train effectively, and respond swiftly when disaster strikes.”

Cumberland County is grateful for the strong partnership between the federal government, North Carolina Emergency Management (NCEM), and local jurisdictions. North Carolina’s approach of passing the majority of EMPG funds directly to counties and tribal jurisdictions is both effective and commendable. The County strongly supports continued funding at the local level, where the impact is most immediate and meaningful.

“Cumberland County is committed to investing in a safe and prepared community,” said County Manager Clarence Grier. “We value our partnership with the state and federal government and encourage sustained collaboration and funding that empowers local jurisdictions to lead on the ground, where it matters most.”

The County is especially grateful to federal elected officials for their continued advocacy and support in securing funding for programs that directly benefit Cumberland County residents. The County greatly values the strong partnership with its towns and municipalities, whose collaboration is essential to delivering coordinated and effective emergency services across the county.

“The safety and well-being of our residents is our highest priority,” said Board of Commissioners Chairman Kirk deViere. “Emergency preparedness is not a luxury - it’s a necessity. We proudly support our Emergency Services team and advocate for investments that strengthen our community’s resilience and response capabilities.”

Cumberland County supports efforts to reduce the state’s reliance on federal funding while continuing to advocate for sustained and increased federal investment in local emergency management programs. These partnerships are essential to public safety, and the County looks forward to ongoing collaboration with state and federal agencies.

Cumberland County Emergency Management remains fully committed to protecting our community and enhancing local capabilities through strong leadership, strategic investment, and dedicated public service.
